Monthly Meeting March 11, 2019

7:00 PM

Present: Commissioners Gregorio, Darling, Bartolotta, Thazhampallath, and Kleckowski; Chief Howley, Fire Department members and members of the public.

  1. CALL TO ORDER Chairman Gregorio called the meeting to order at 7:23 p.m.

  2. PLEDGE OF ALLEGIANCE was recited.

  3. AMEND AGENDA

    MOTION to amend the agenda to include "Pension Committee" under "Commissioner's Reports" by Comm. Thazhampallath/Comm. Bartolotta. Unanimously approved.

    MOTION to watch a demonstration of the new SCBA equipment following "Public Session" by Comm. Bartolotta/Comm. Kleckowski. Unanimously approved.

  4. OPEN PUBLIC SESSION Chairman Gregorio opened the Public Session at 7:24 p.m.

    Diane Bradanini
    Ms. Bradanini requested that the department consider different avenues to better advertise various fire house events, i.e. budget workshops, budget referendum, commissioner elections, etc. She recommended the use of lawn signs.

    Daniel Penney
    Mr. Penney submitted an outline of his comments (attached).

  5. CLOSE PUBLIC SESSION Chairman Gregorio closed the Public Session at 7:38 p.m.

  6. SCBA DEMONSTRATION
    Captain Trzaski and the on duty platoon gave an educational demonstration of the new SCBA equipment.

    Chairman Gregorio asked those present to observe a moment of silence in memory of Deputy Chief Krol who passed away on February 13, 2019.

  7. MINUTES TO BE APPROVED
    A) Special Meeting of February 11, 2019
    MOTION to approve the minutes of the February 11, 2019 special meeting by Comm. Bartolotta/Comm. Thazhampallath. Unanimously approved.
    B) Regular Meeting of February 11, 2019
    MOTION to approve the minutes of the February 11, 2019 regular meeting by Comm. Thazhampallath/Comm. Kleckowski. Unanimously approved.

  8. TAX COLLECTOR'S REPORT was reviewed by the Commission.
    A) TAX REBATES
    MOTION to approve tax rebates to various taxpayers in the amount of $358.08 by Comm. Kleckowski/Comm. Thazhampallath. Unanimously approved.

    B) The Commission reviewed the Tax Collector's report submitted by Tax Collector Cindy Gotta.
    MOTION to approve the Tax Collector's Report by Comm. Thazhampallath/Comm. Darling. Unanimously approved.

  9. MONTHLY FINANCIAL REPORTS were reviewed by the Commission.
    MOTION to approve the Monthly Financial Reports by Comm. Thazhampallath/Comm. Darling. Unanimously approved.

  10. CHIEF'S REPORT/CAPTAIN'S REPORT/DEPUTY FIRE MARSHAL'S REPORT
    The Commission reviewed the reports submitted by Chief Howley, Captain Trzaski, and Deputy Fire Marshal Mastroianni.

    MOTION to approve the Chief's report, the Captain's report, and the Deputy Fire Marshal's report by Comm. Bartolotta/Comm. Darling. Unanimously approved.

  11. COMMISSIONER'S REPORT
    PUBLIC SAFETY TELECOMMUNICATIONS
    Commissioner Darling was unable to attend the March meeting.

    BUILDING COMMITTEE
    Commissioner Thazhampallath advised that the March meeting was cancelled and commended Commissioner Bartolotta for her efforts in "navigating the waters of Hartford." Commissioner Bartolotta spoke of and submitted the "Fiscal Year 2019 House Bond Request Form" (copy attached).

    PENSION COMMITTEE
    MOTION to switch vendors from Voya to Lincoln Financial by Comm. Bartolotta/Comm. Kleckowski. Unanimously approved.

  12. OLD BUSINESS
    A. DEPUTY CHIEF POSITION
    MOTION to appoint James Trzaski to Acting Deputy Chief and enter into negotiations for his employment contract by Comm. Kleckowski/Comm. Darling. Unanimously approved.

    Commissioners Gregorio and Thazhampallath will represent the Commission in the negotiations. The goal is to finalize the contract prior to the April 8th BFC regular meeting and to schedule an Executive Session in this regard at that time.

  13. NEW BUSINESS
    A. EMPLOYMENT STATUS - FIREFIGHTER STEPHEN TYRSECK AND FIREFIGHTER KYLE DUNN
    MOTION to move Firefighters Tyrseck and Dunn from probationary status to permanent status contingent upon successful completion of probation (April 3, 2019) by Comm. Thazhampallath/ Comm. Kleckowski. Unanimously approved.

  14. EXECUTIVE SESSION
    MOTION to enter into Executive Session pursuant to statutes Section 1-200(6)(A) and Section 1-225(a) of the Connecticut General Statutes, as amended, for the purpose of discussing the annual performance review of the fire chief. Unanimously approved.

    The Commission entered into Executive Session at 8:15 p.m. Those in attendance were Commissioners Gregorio, Darling, Bartolotta, Thazhampallath, and Kleckowski; Chief Howley.

  15. CALL BACK TO ORDER
    MOTION to come out of Executive Session at 8:40 p.m. by Comm. Kleckowski/Comm. Bartolotta. Unanimously approved.

    MOTION to give Chief Howley a pay increase of 3% by Comm. Thazhampallath/Comm. Kleckowski. Unanimously approved.

  16. ADJOURNMENT
    MOTION to adjourn by Comm. Bartolotta/Comm. Kleckowski. Unanimously approved.
